That's another kind of emergence you are talking about. You mean the emergence of software users. However the true power of emergence lies in emerging task structures, when a few people begin to collaborate and contribute to a common repository of tasks a perfect work breakdown structure emerges. The great thing about it is that the structure is very flexible and can be changed any time. Good post!
